Advocacy and Information Coordinator (With Specific Gaza Strip Tasks

Job Title: Advocacy and Information Coordinator
Reporting to: Protection and Advocacy Advisor, Palestine
Department/Project No.: Protection and Advocacy Department

Job Level: Coordinator

Job Purpose Summary

Under the supervision of the Protection and Advocacy Advisor (PAA), the Advocacy and Information Coordinator will support the work of the Protection and Advocacy Department. It will be the department internal focal point for implementation of the advocacy strategy for the Gaza Strip. It will work in close coordination the NRC Gaza field office to develop policy analysis, outputs and recommendations regarding the Gaza blockade and shelter issues and the protection of Palestinians under international humanitarian/human rights law. The Coordinator will also support the Departments overall advocacy and protection activities covering the rest of Palestine. It will be responsible for editing and policy review of all NRC materials and
information. It will represent NRC at advocacy coordination forums and support the work of NRCs program partners to identify and utilize advocacy opportunities. The Coordinator will prepare and regularly update analysis, updates, key messages, talking points and briefing materials by gaining a wide familiarity with policy debates in Palestine relevant to NRC. The Coordinator will be the focal point for all aspects of donor reporting.

Key Responsibilities

Support the PAA in advancing the Departments overall protection and advocacy activities and strategy aimed at promoting international humanitarian law and human rights law (IHL/IHRL) particularly regarding housing, land and property rights in the occupied Palestinian territory (oPt);
Act as the Departments internal focal point for implementing the Gaza Strip section of the Departments advocacy strategy.
Work closely with the NRC Gaza field office in developing policy analysis, outputs and recommendations regarding the Gaza blockade and shelter issues aimed at advancing
Support the PAA in organizing diplomatic and other policy and background briefings and preparation of materials thereof;
Ensure that the Departments advocacy materials such as talking points and key messages are consistently updated and are of a high quality;
Edit and review all NRC materials to check consistency with policy and protection frameworks;
Prepare high-quality reports, briefings, letters, and other materials for internal and external use, and take part in NRCs representational and advocacy role;
Support and organize training and coordination of advocacy and protection initiatives by all NRC partners, including building the capacity, where needed, of NRC partners to plan, deliver and monitor policy and advocacy;
Represent NRC at humanitarian advocacy and policy forums and deputize for the NRC PAA when necessary;
Research and remain updated on policy and political developments in Palestine as they relate to NRC programs and priorities;
Work with program managers and program staff to develop policy analysis for policy and practice changes within the programmes;
Update and analyse program information and statistics to support advocacy and media outreach;
Act as department focal point for policy/advocacy components of project proposals, budgets and reporting to donors.
Support ad-hoc information requests
Provide administrative support where necessary and carry out other tasks as required.

Qualifications and Competences

Academic and Professional Qualifications
Master degree in Social Sciences or related field.

Relevant Experience
Minimum of five years of relevant work experience in advocacy and/or policy analysis roles related to the oPt. This experience should include:
o A minimum of three years of professional experience in Area C, East Jerusalem and/or the Gaza Strip;
o A minimum three years relevant work experience in conducting advocacy within a rights-based framework using international humanitarian law/human rights law.


Knowledge, Skills & Personal Attributes
Flawless written and spoken English and the ability to produce high-quality documents, materials and other communications in English;
Proven experience in producing high quality talking points and key messages;
Ability to understand and strategically use information and research skills;
Proven ability in developing and implementing advocacy strategies;
Ability to facilitate meetings and trainings;
Ability to work under pressure and meet tight deadlines;
Able to work in a team environment and demonstrate commitment, respect for others, and trustworthiness;
Good self-management and communication;
Good cultural awareness and sensitivity;
Proven commitment to advancing IHL and human rights in the occupied Palestinian territories.
Computer literacy in using Microsoft Office; Excel and email/internet.

Desired qualifications:
Prior experience working with a national or international NGO;
Legal background, including knowledge of legal developments and trends in Palestine, occupation law and Israeli law on Housing, Land and Property Issues;
Field experience in Area C, East Jerusalem and/or the Gaza Strip;
Written and spoken Arabic or Hebrew;
Ability to travel to the Gaza Strip, and all areas of Palestine and Israel.

Consistent and strong support provided to the PAA in implementing the Departments advocacy and protection work
NRC internal Gaza advocacy strategy updated and implemented;
Delivering of documents reflecting substantive expertise on humanitarian and trends in the Gaza Strip regarding the Blockade and shelter issues;
Consistently updated key messages and talking points;
Delivering working tasks in a structured and professional manner;
