BACKGROUND
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development projects. Established in in 1984 by volunteer doctors and nurses to address the critical need for medical care in war-torn Afghanistan during the Soviet occupation, International Medical Corps is working in more than 35 countries, focused on addressing humanitarian needs of the most vulnerable while also supporting training and capacity-building.
International Medical Corps is recruiting a Chief of Party, to be based in Jerusalem/Gaza, for an anticipated US Agency for International Development project. Gaza 2020: Health Matters is a five-year intervention designed to improve the resilience of the health sector in Gaza by increasing access to and quality of emergency and essential health services provided by NGOs, CBOs, and private providers.

JOB SUMMARY
The Chief of Party (COP) will be responsible for the overall management
of the project, supervise project implementation and staff, and serve as
the principle interlocutor with USAID and key stakeholders. The COP
will take a leadership role in coordination among various partners, and
sub-awardees and/or contractors, ensuring the project meets stated goals
and reporting requirements.
ESSENTIAL RESPONSIBILITIES
Ensure strategic objectives and project results are accomplished and meet technical quality standards.
Act as primary project contact to USAID/West Bank/Gaza, taking
responsibility for addressing all related project matters as identified
by USAID.
Lead consortium in preparation and execution of workplans, compliance
with standard operating procedures, and completion of deliverables and
reports by project staff and/or sub-contractors.
Oversee project monitoring and evaluation, ensuring effective use of
data and insights for project adaptation and evolution, organizational
learning, and sharing lessons with stakeholders during implementation
and beyond.
Ensure effective representation and relationship management with relevant stakeholders.
Ensure coordination with other USAID and other donor-funded projects to maximize impact and avoid redundancy.
Collaborate with International Medical Corps’ Global Security team to
support staff and beneficiary safety and effective project
implementation.
Financial Management and Compliance
Work with project staff to ensure timely and accurate financial and programmatic reporting.
Ensure compliance with USAID and International Medical Corps policies and regulations.
Provide oversight to deliverables and activities of sub-contractors and ensure timely financial and programmatic reporting.
Oversee project communication strategies including compliance with USAID marking and branding requirements.
HR Management
Establish project team. Recruit, lead, manage, and supervise
International Medical Corps’ and consortium staff to meet objectives of
the project.
Conduct periodic reviews of staff performance, ensure high levels of motivation and teamwork.
Manage recruitment portfolio for the project in collaboration with
International Medical Corps Gaza country management to ensure optimal
service delivery.
Ensure project and consortium staff are effectively inducted, including
ensuring familiarity and compliance with International Medical Corps’
Code of Conduct, ethics, and values, as well as project-specific goals.
Qualifications:
SKILLS & REQUIREMENTS:
Experience as Chief of Party on a USAID-funded contract, preferably in Gaza or similar context.
At least 10 years of experience in health, humanitarian assistance, and
emergency response, plus experience in managing complex
international-donor funded development activities in challenging
environments.
An advanced degree (minimum a Master’s degree) in medicine, public
health, health administration, international health or a related field.
Demonstrated outstanding leadership, project management, coordination, organizational, teamwork and strategic planning skills.
Proven ability to work effectively with multiple host-country
counterparts and representatives from other key stakeholders such as
NGOs, the UN, and other donors.
Prior work experience in Gaza and the Middle East region highly desirable.
Strong verbal and written English communication skills required. Arabic preferred.
Understanding of USG and USAID regulations.
Based in Jerusalem/Gaza, with frequent travel in project areas, security permitting.
