STARTING DATE: from June 2014
DURATION: 12 months (renewable for a total period of 2 years)

DESCRIPTION OF THE PROJECT
The Specific Objective of the Food Security Governance of Bedouin
Pastoralist Groups in the Mashreq project is to improve participation of
Bedouin pastoralist groups in OPT, Jordan and Egypt, as recognised
stakeholders in policy decision processes that affect their livelihoods,
food security and nutrition. Achieving such improved participation will
contribute to sustainable livelihoods and food security of Bedouin
pastoralist communities living in poverty and being marginalized from
mainstream socio-economic life (the Overall objective for this Action).
To attain the Overall and Specific Objectives mentioned above, the
Action aims to achieve three main Results: 1) Strengthened
organizational and advocacy capacities of Bedouin with small ruminants
and other herder groups in OPT; 2) National small ruminants livestock
practitioners’ platforms initiated for policy dialogue; 3) A regional
Bedouin small ruminants livestock platform initiated.
MAIN RESPONSIBILITIES
Responsibilities will focus on the project activities that will be
implemented in the occupied Palestinian territory, a major component of
this regional project
-To assure the proper implementation of the project and the achievement
of the expected results in accordance with the project plan;
-Contribute to establish, organize and manage the project steering committee at the country level;
-To create a strong and efficient working environment among the local
partners organisations and the contracted consultancy agencies by
putting in place adequate coordination and supervision mechanisms;
-To lead the stakeholder mapping process and the elaboration of the related report;
-To facilitate the creation of a local network among the most relevant
stakeholders, with particular focus on the Bedouins and other Small
Ruminant herder Groups representatives and the involved local and
national institutions;
-To play a fundamental role and facilitating the setting up and the
functioning of the National Practitioners Platform in oPt which
constitutes one of the most relevant outputs of the project;
-To facilitate the design and the implementation of 7 pilot projects;
-To contribute to the realisation of publications and articles;
-To organise and manage productive workshops;
-To be the key support person in networking with external stakeholders;
-To manage and supervise the administrative and financial aspects of the
project implementation in oPt, including the partners activities;
-To provide all the necessary support to the partners in Egypt and
Jordan in order to guarantee a sound and harmonious implementation of
the project at the regional level;
-To produce all the necessary narrative and financial reports following the directions of the Regional Project Manager;
-To directly report to and work under the supervision of the Regional Project Manager.
QUALIFICATIONS, SKILLS AND BEHAVIOURAL COMPETENCIES
A strong project manager, capable to facilitate complex processes by
building an efficient working environment, conducive to the achievement
of highly challenging expectations and results.
-At least 6 years working experience, out of which three in project programming and management in a leading position;
-At least a BSc degree in a field relevant to the position
-Substantial experience working in the occupied Palestinian territory and by preference.also in Jordan and Egypt.
-Substantial experience and skills in participatory facilitation and
negotiation of stakeholder processes that ensure empowerment of local
communities;
-Solid understanding of the history and key issues in relation to the
Israeli-Palestinian conflict and the Middle East in general;
-Having managed EU funded projects will be considered as a significant asset;
-Previous experience with NGOs;
-Specific experience with local governance processes constitutes a strong asset;
-Substantial experience in management of multi-partner projects/programmes and building and managing partnerships;
-Strong experience in representing an organization with partners,
government agencies, private sector organizations, and donors at local
and national levels;
-Exposure to advocacy and policy development;
-Very well organised and capable to manage his/her own time with minimum supervision;
-Good report writing skills and excellent written and verbal communication skills;
-Fluency in English and Arabic languages (written and spoken) is a must;
-Proactive aptitude in terms of planning and coordination with different
bodies, institutions and reference points; target oriented and problem
solving aptitude;
-Strong leadership skills;
-Able to deliver clear, organised and efficient messages in meetings and public events;
-Experience in team building, conflict resolution, ensuring participation, promoting mutual respect and active listening;
-Diplomatic and confidentiality skills;
-An active commitment to promoting gender equity and the interests of
marginalized people in all aspects of an organization’s work;
-Good administrative skills (financial and reporting as well as HR management);
-Excellent IT skills on MS Office applications;
-Willing and able to travel frequently in the Region and in occupied Palestinian territory and Israel.

Candidates will be short-listed according to their CV’s coherence with
the required profile. Only selected candidates will be called for
