Job Title: Deputy Chief of Party
Immediate Supervisor: Chief of Party
Directly Supervises: Program managers for Professional Development/M&E, Community
Engagement, and Co‐ and Extracurricular Activities
Starting Date: December 1, 2014

Working Hours: 40 hours per week, 8:00‐4:00 or 9:00‐5:00, Sunday‐Thursday
AMIDEAST is an international, non‐profit, education organization with offices throughout the
Middle East and North Africa, including in the West Bank and Gaza. AMIDEAST is recruiting a
Deputy Chief of Party for the USAID‐funded School Support Program (SSP) that it is implementing

from its Ramallah office. The School Support Program takes a holistic approach to education
development in grades 5‐10 in 50 Palestinian public schools. The primary goal of the program is
to improve the quality of education in marginalized schools of the West Bank. Program
objectives include improving the educational environment in schools, enhancing community
engagement, and strengthening students’ social competencies.

Position Summary

AMIDEAST is seeking a Palestinian national Deputy Chief of Party (DCOP) for the USAID‐funded
School Support Program. The DCOP will work under the leadership of the Chief of Party (COP)
and will support the COP in coordinating and supervising the technical program components. In
partnership with the component managers, the DCOP will oversee program implementation in
the areas of teacher and principal professional development, community engagement and
parent council support, co‐ and extracurricular activities, and monitoring & evaluation. The DCOP
will provide support to the COP in representational, programmatic, strategic development and
quality assurance duties, and will liaise with the Ministry of Education and Higher Education
(MoEHE).

Summary of Responsibilities
-Work with the COP to provide leadership, supervision and oversight of program components
and technical staff, to achieve efficient and effective program implementation in accordance
with the cooperative agreement, and to ensure that the project addresses the needs of
beneficiary populations in the most cost‐effective manner
-Provide technical expertise regarding the Palestinian public school system to ensure that
proposed interventions are contextually relevant and appropriate
-Ensure the implementation of strong and coordinated project monitoring and evaluation
systems
-Ensure that the cross‐cutting considerations of gender and youth sensitivity and
sustainability are promoted and incorporated throughout the program
-Provide guidance to and oversight of technical program staff and short‐term technical
consultants
-Manage and evaluate the performance of program staff and organize and carry out a
program of professional staff development.
-Maintain fruitful and productive relationships with appropriate MoEHE personnel, local
organizations, private sector partners, and program partners through regular contact and
meetings
-Along with the COP, play a lead role in coordinating program implementation activities with
relevant MoEHE departments
-Work with program staff to identify and effectively respond to technical assistance needs
-Contribute to a work environment that promotes teamwork, trust, and mutual respect, and
empowers staff to take responsibility
-Provide oversight for Arabic communications and publications
-Other duties assigned by COP

Skills and Qualifications
-At least 8 years of relevant technical experience in Palestine; experience with teacher
training, educational leadership, community engagement, education system strengthening,
and/or monitoring and evaluation preferred
-Strong interpersonal skills and demonstrated ability to work productively with program staff
and partner institutions
-Education program management experience, preferably with international donor‐funded
programs and USAID programs in particular
-An MA in education, international development, international education or similar field; PhD
preferred
-Knowledge and experience integrating the use of information communications technology
(ICT) in schools to enhance student‐centered learning is desirable
-Experience working with the Palestinian MoEHE in the field of basic education
-A clear understanding of the Palestinian public school system (grades K‐12)
-Strong written and oral communication skills
-Fluency in English and Arabic
