Background:
UNDP/PAPP (Programme of Assistance to the Palestinian People) and UN Women are implementing the UNDP/UN Women Joint Programme, Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People (2014-2017). The UNDP/UN Women Joint Programme is oriented around the following seven mutually reinforcing outcomes:
1-Capacity of justice and security institutions strengthened and linkages forged
2-Civil society contribution to rule of law and community access to justice in the West Bank enhanced
3-Civil society contribution to rule of law and community access to justice in the Gaza Strip enhanced
4-Gender responsiveness of justice, security and legislative actors strengthened
5-Women and girls’ access to justice and security improved by ensuring
accountable service provision to prevent, protect against and respond to
violence, and by addressing their broader legal needs
6-Juvenile justice and adherence to child rights improved
7-Capacity of key actors and stakeholders to monitor progress and results in rule of law development increased
This position will focus on the implementation of Outcome 3 of the
Programme. For the past four years, UNDP/PAPP has developed a thriving
programme in Gaza focused on community access to justice. The programme
initiated the establishment of the Awn Network, a network of civil
society legal aid providers anchored by the Palestinian Bar Association,
providing targeted legal aid assistance, advocacy on justice issues and
community legal awareness raising to vulnerable groups, targeted
especially women and children. The programme also works with informal
justice leaders to strengthen the rights protection available to women,
children and other marginalised groups, who use informal justice
mechanisms.
Since the establishment of the Government of National Consensus, several
Ministers including the Minister of Justice have been based in Gaza and
new opportunities may emerge to coordinate with justice institutions.
UNDP/PAPP is also undertaking preparatory work assessing the options and
possibilities for harmonisation of laws between the West Bank and Gaza
Strip at the request of various stakeholders. In addition, the recent
conflict in Gaza, has generated additional needs for the provision of
emergency legal aid services and support for the provision of protection
to vulnerable groups, especially female or child-headed households.
To support this range of activities, the UNDP/PAPP (Programme of
Assistance to the Palestinian People) is seeking suitable candidates for
the position of Justice and Security Sectors Coordinator, Gaza. Under
the direct supervision of the Deputy Programme Manager /Gaza Coordinator
& Rule of Law Advisor and the overall supervision of the UNDP
Programme Manager/Chief Technical Specialist and the UNDP Head of Gaza
Office, the Justice and Security Sectors Coordinator will work directly
with partner CSOs and coordinate at a technical level with institutions
in the justice sector, to support the implementation of the Programme’s
activities. As this position is related to the Strengthening the Rule of
Law in the oPt - Justice and Security for the Palestinian People
Programme in the occupied Palestinian territory with an expected
duration of 2.5 years 2014-2017, the Service Contract extension will be
conditional upon satisfactory performance evaluation as well as
availability of funding under the programme.
Description of Responsibilities:
Under the direct supervision and guidance of the UNDP Deputy Programme
Manager/ Gaza Coordinator and the overall supervision of the Programme
Manager/Chief Technical Specialist and Head of Gaza Office, the Justice
and Security Sectors Coordinator will be responsible for, but not
limited to, the following:
1-Develop the capacity of permanent civil servants of the Security and
Justice Institutions to liaise with donors and support projects to
ensure the sustainability of these activities, through training and
mentoring initiatives within the PPMU’s.
2-Continuously implement a coordinated work plan with security and
Justice Institutions counterpart/s to incrementally transfer knowledge
and skills to them and closely track implementation of the plan.
3-Along with other members of the security and Justice Institutions
PPMU’s implement the recommendations for further strengthening the
sustainability and capacity of the Institutions.
4-Provide advice and regular updates to the security and Justice
Institutions high officials on donor funded projects within the Ministry
of Justice.
5-Help enhance the alignment of external funds to national and
institutional priorities, utilizing in-depth knowledge and continuous
analysis of aid flows and programmes.
6-Provide advice and support to heads of justice institutions as well as
to LACs for increased government leadership and ownership of aid
coordination
7-Support the enhancement of gender and juvenile responsiveness and
mainstreaming in justice and security institutions and other programme
partners
8-Participate in the development of technical documents for projects,
including project proposals, action plans and budgets for project
activities ensuring that projects are designed in line with the approved
sectoral and institutional plans.
9-Monitor and compile information regarding all projects with the
security and Justice Institutions and liaise with and coordinate overall
activities of projects with the different counterparts and team
members.
10-Ensure timely implementation of all project activities and monitor
the proper use of funds according to signed agreements and work plans.
11-Monitor and control the quality of work being done under project and
progressively assess the progress being made, with special consideration
for governance and gender equality issues.
12-Support the security and Justice Institutions senior managers to
build and maintain strong external and internal networks that could
facilitate progress in aid coordination issues and the overall
identification of priorities and implementation of donor activities in
the justice sector.
13-Support implementation of UNDP projects within the security and
Justice Institutions including in their formulation, reporting, and
administrative aspects.
14-Support implementation of the other Rule of law initiatives with the
security and Justice Institutions and their involvement in external
partnership exchange programs on justice.
15-Work closely with other members of the Justice Sector Working Group
and LACs to support the conduct and follow-up relating to security and
Justice Institutions inputs to the Justice Sector Working Group.
16-Support other justice sector coordination mechanisms and
engagement/consultations with civil society actors working in the
justice sector. Initiate, support and follow up on donor activities
relevant for the justice sector.
17-Support the security and Justice Institutions in the identification,
monitoring and follow up, as well as the evaluation, of the
implementation of donor projects in support of the Justice Sector, in
close cooperation with donors and all stakeholders, in the areas of
Capacity Building and Capital Investment (Works/Supplies), and liaise
with other Justice Sector Institutions (HJC, OAG, PBA and PJI) for that
purpose.
18-Assist the security and Justice Institutions in organizing and
developing capacities to ensure that activities are carried out in
accordance with procedures and regulations in order to ensure the
efficient and expedient implementation of donor assistance to the oPt.
19-Participate as a team member in the UNDP/UN Women Rule of Law
Programme including participation in Programme justice sector
coordination meetings, plenary team meetings, review and input of
programme documents, regular reporting and other work or activities
stemming from the programme, as requested.
20-Carry out any other relevant duties as requested by the Deputy Programme Manager / Gaza Coordinator.

Qualifications :
Education
-Bachelor Degree in Management, Law, Human Rights, Development or
International Relations, Master’s Degree will be an advantage.
Experience:
-Minimum of 5 years of progressively responsible experience in relevant
fields, including at least 2 years working on rule of law and access to
justice-related issues. Experience in working with core Rule of Law
institutions an advantage.
-Experience of working with public institutions as well as with community organizations and civil society desirable.
-Proven mentoring and capacity development skills
-Excellent verbal and written communication skills
-Strong reporting and proposal writing skills
-Strong interpersonal skills
-Excellent diplomatic skills, sound judgment and experience in networking
-Excellent organizational and time management skills
-Proven ability and experience of working in a team.
-Ability and willingness of working under pressure.
-Experience in women’s rights issues; knowledge of relevant gender issues in the context of Palestine is an asset
