The Municipal Development and Lending Fund (MDLF) is a quasi-government
organization with technical, financial, and management experience in the
field of Municipalities’ development, with particular experience in
projects related to infrastructure, capacity building, employment
generation, as well as data collection and reporting.
The MDLF is seeking a qualified Procurement Specialist based in Gaza to work at the Gaza Solid Waste Management Project - Project Development and Safeguards Unit (PDSU). The Procurement Officer will be responsible for planning and processing all procurement activities under the project, monitoring the implementation of the procurement plan, and providing on-job procurement training. More specifically, the officer will:
-Determine the procurement method to be used based on the size of the package and in accordance with MDLF Procurement Manual and World Bank Guidelines;
-Determining the appropriate consultant selection method to be used based on the size and nature of the assignment and in accordance with MDLF Procurement Manual and World Bank Guidelines;
-Elaborate and update the Project Procurement Plan;
-Update the Project Procurement Manual as needed, and coordinate for seeking the Financing Partners’ approval accordingly;
-Assist in the preparation of consultants’ terms of reference and administration of their contracts, including processing contract amendments;
-Draft bid notices and bidding documents/request for quotations for inviting and obtaining bids/quotations for Works, Goods and Non-Consulting Services to be financed under the project;
-Draft requests for expressions of interest and request for proposals (RFPs) for inviting and obtaining proposals for consultants services to be financed under the project;
-Assist in establishing procedures for receiving and opening of bids/proposals, ensuring adherence to the evaluation criteria stipulated in the bidding documents/RFPs in a professional and timely manner;
-Participate in all steps of the procurement process for each contract starting with quotation/bids and proposal opening, evaluation of quotations/bids/expressions of interest/proposals, preparing evaluation reports, contract negotiations, etc.;
-Prepare correspondence required for requesting, through the PDSU Director, the Financing Partners’ approval/’no objection’ of the proposed procurement steps/decisions, as required;
-Maintain complete procurement documentation for each contract, including bidding documents, advertisements, bids received, bid evaluations, letters of acceptance, contract agreements, securities, payment documents, bid complaints, related correspondence, etc., in an orderly manner, readily available for audit/post reviews;
-Prepare procurement reports showing the status of ongoing procurement, including a comparison of planned and actual dates of the procurement actions;
-Work with Joint Service Council staff to enhance their capacities through on-the-job training to ensure they are capable of taking over full responsibility of the needed procurement implementation by the end of the project; and
-Performing other related duties as may be assigned by the PDSU Director.
Qualifications:
-A Bachelor degree from an accredited university in Engineering, Marketing, Business Administration, or
another relevant field; in addition a master degree in a relevant field is considered desirable.
-At least 5 years of previous relevant experience in procurement of which at least 3 years with a World Bank financed project.
-Good knowledge of technical and operational aspects of procurement implementation
-Strong supervisory, interpersonal and staff support skills. Ability to motivate and lead employees and encourage decisions to be made within a team environment.
-Excellent communication and facilitation skills.
-Fluency in English and excellent report writing.
-Excellent computer skills, including procurement software.
-The ability to work under pressure.
