Background:

The overall  debris management  programme aims to allow people to return to their homes in safety and dignity in addition to protecting the environment and natural resources. The programme will include sorting and destruction of damaged houses, preparation of two environmentally safe sites, transfer all the accumulated rubble to a safe and environmentally protected site, including safe handling of the asbestos, crushing of all the collected rubble and reuse of rubble in many activities such as roads and building blocks for pedestrian sides.  As well as coordinating with United Nation Mine Action Services (UNMAS) to remove any existing Un Exploded Ordinance (UXOs).
The Project Assistant works to deliver the designated tasks for the environment unit with high quality, accuracy and consistency of work. S/he cooperates with program and the operations teams in the Gaza, West Bank and Jerusalem, UN Agencies, UNDP/PAPP counterparts and civil society as required exchanging information and supporting programme.
UNDP/PAPP- Environment and Natural Resources unit is seeking a candidate to fill the position of Project Assistant, under the overall guidance of the Head of Gaza office and the direct supervision of the Programme Manager of Debris Management Programme in Gaza office.  As this position is related to environment and debris management project with an expected duration of 12 months, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.

Description of Responsibilities:

The Project Assistance will be required to manage the following specific tasks:
-Assist the Program Analyst (PA) and Program manager (PM) in collecting data and assure proper communications with stakeholders.
-Segregate and prepare presentation of information for identification of areas for support in close coordination and collaboration with the unit team.  
-Provides administrative support to the Environment Unit focusing on achievement of  the following  results:

1-Creation of projects in Atlas, preparation of budget revisions, revision of project award and project status, revision of liquidation reports with counterparts, determination of unutilized funds, operational and financial closure of a project.
2-Presentation of information for audit of the debris management Programme.
3-Assist in project start up as required in full collaboration with the debris team (prepare Project Cooperation Agreements, manuals etc.).
4-Prepare vendors and input data into the system.
5-Assist the PA/PM in creating POs  (outside procurement process) and budget check
6-Dispatch POs and prepare payments against POs.
7-Prepare payment request if payments are less than $ 2,500 (excluding procurement).
8-Preparation of non-PO vouchers for development projects.
9-Maintenance of the internal expenditures control system including timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
10-Perform upload of relevant project documentation in Atlas.
11-File supporting documentation.
12-Prepare Projects AWPs as may be directed by PA/PM
13-Review incoming operational and financial reports in terms of completeness and formal correctness in cooperation with the concerned PM/PMO.
14-Maintenance of the internal expenditures control system including timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
15-Making budget check for requisitions, POs and vouchers.
16-Liaise with counterparts and project staff to establish proper channels for cooperation and communication focusing on achieving the following results:
17-Support to increased awareness of UNDP’s processes through dissemination of information and guidance among counterparts to complement their obligations against mutual agreements.
18-Assist in keeping the team communication plans in place and effective with feedback on gaps and remedial actions to the team.
19-Participation the trainings for the operations/ projects staff on programme.
20-Contributions to knowledge networks and communities of practice.
 

Impact of Results
-The key results have an impact on the overall success of UNDP/PAPP Debris Management programmes and achieved results in the oPt. Accurate data entry and financial information have an impact on the quality and implementation of the UNDP Programme.  A client-oriented and efficient approach will have positive impact on the image of UNDP in the  oPt and enhance its ability for fund raising.

Qualifications :
Education:
-High school diploma
Experience:
-Minimum 3 years of relevant experience at the national.  Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spread sheet and database packages, experience in handling of web based management systems. Excellent communication and writing skills.
Language Requirements:
-fluency in Arabic and English languages, written and spoken
