Background:
Al-Fakhoora Dynamic Futures Programme aims at effectively building a cadre of educated and trained leaders who are civic- minded, intellectually able, and professional to become community, Business, and national /global leaders of the future. The programme avails opportunities for Palestinian university-level students to actualize their professional and leadership potential by overcoming socioeconomic, political and cultural limitations and becoming enabled to productively engage in society. Started in 2009, UNDP and its partners have envisioned this long comprehensive program that links the provision of more than 1000 educational scholarships for post-secondary students to other supporting interventions such
as; leadership and advocacy trainings, Students Services , economic empowerment for scholars’ families, career guidance, academic advising, civic engagement, and different personal and professional development opportunities. The program consists of two phases: One which started in 2009 and is expected to end by 2017, and a second phase which started in 2014 and is expected to end by 2021. The two phases are managed under the same management unit. Under the direct supervision of the Programme Manager, and the general oversight of the Poverty Reduction Team leader and the Gaza head of office, the Reporting Associate will provide support to ensuring high quality, accuracy, and consistency of work. The Reporting Associate will be responsible for the function of reporting and up-keeping the monitoring and evaluation system of the program. S/He will lead the monitoring & Evaluation processes for all programme components with the support of the program team , and work closely with the Al- Fakhoora Dynamic Futures Programme Manager to develop and strengthen monitoring, inspection and evaluation procedures , conduct capacity assessment on existing monitoring and evaluation system and develop indicators and a monitoring strategy to regularly monitor progress towards achieving the expected outputs; develop monitoring and evaluation manuals including all tools and forms, and provide quarterly and annual evaluation reports in accurate and timely manners. S/he will coordinate closely with Program team and the implementing partners to ensure the effective and efficient implementation in compliance with the pre-identified implementation guidelines, and expected results and outcomes of each component, and report monthly, quarterly, half-yearly and annual progress on all activities to the Programme Manager. UNDP/PAPP- is seeking a candidate to fill the position of Reporting Associate under the overall guidance of the team leader , and the Gaza Head of Office , and the direct supervision of the Programme Manager. As this position is related to Fakhoora Project in the occupied Palestinian territory with an expected duration of 7 years , the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.

Description of Responsibilities:
Summary of key functions:
-Provide the Programme Manager with timely, efficient, effective, and relevant progress reports of Al Fakhoora Dynamic Futures components.
-Report monthly, quarterly, semi-annually and annual progress on all activities to the Programme Manager.
-Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the program.
-Develop the monitoring and evaluation system (M&E) for Al Fakhoora Dynamic Futures programme including the program monitoring and evaluation manual and all relevant (M&E) forms and tools, and annual M&E plans.
-Monitor and Evaluate (M&E) Al-Fakhoora Dynamic Futures interventions.
-Prepare quarterly assessment Reports on all components.
-Provide inputs, information and statistics for any other relevant reports to Programme Manager and UNDP.
-Effective participation in annual project reviews and planning activities, and assist the Programme Manager in preparing relevant reports.
-Coordinating across the available components of the Al Fakhoora dynamic Futures to ensure effective implementation of M&E/MIS.
-Contribute in knowledge sharing and knowledge Building.
-Provision of top quality Monitoring and evaluation advisory services to the Partner NGOs, Government, and other stakeholders and facilitation of knowledge building and management Coordination. Function / Expected Results ? Develop Monitoring and Evaluation reports on the programme ’s interventions in line with the identified objectives and aimed results;
-Develop the overall framework for the M&E in accordance with the project Document and M&E plans;
-Monitor all project activities, and progress towards achieving the project output;
-Recommend further improvement of the logical frame work;
-Monitor and evaluate overall progress on achievement of results;
-Monitor the sustainability of the project's results;
-Provide feedback to the programme Manager on project strategies and activities;
-Develop monitoring and impact indicator for the program success;
-Guide and coordinate the review of the program log frame.
-Provide technical advice for the revision of performance indicators.
-Ensure realistic intermediate and end-of program targets are defined.
-Conduct a baseline study (situation at program start).
-Identify sources of data, collection methods, who collects data, how often, cost of collection and who analyzes it.
-Ensure all critical risks are identified.
-Identify the requirements for collecting baseline data, prepare terms-of-reference and arrange the conduct of a baseline survey, as required.
-Clarify M&E responsibilities of different programme’s personnel, and assist the program team with M&E tools and in supporting them in their use.
-Contribute to the development of the Annual Work Plan, ensuring alignment with program strategy, agreement on annual targets and inclusion of M&E activities in the work plan.
-Prepare detailed M&E budget.
-Prepare calendar of M&E activities.
-Prepare consolidated progress reports for the programme management including identification of problems, causes of potential bottlenecks in programme implementation, and providing specific recommendations.
-Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
-Facilitate, act as resource person, and join if required any external supervision and evaluation missions.
-Consolidate a culture of lessons learning involving all program staff and allocate specific responsibilities.
-Finalizing the ToRs for the baseline and evaluation surveys, identifying indicators for monitoring progress.
-Establish a monitoring and evaluation system to be used by IT specialist to develop the entire data base including beneficiaries and counterparts.
-Coordinate external impact evaluations, as well as focus groups with beneficiaries and counterparts to determine impact of program activities on targeted beneficiaries.
-Defining the success indicators. ? Design and develop the questioners. ? Select the representative sample based on the economic sector and geographic area.
-Analyze the collected data by the SPSS and Compile the results report. Contribute in knowledge sharing and knowledge Building
-Designing and delivering a training courses in M&E, logical frame works
-Coaching partners to forward better utilization of methodology and tools.
-Write the first draft of lessons learnt report based on monitoring field visits
-Participating in developing the intervention manual
-Conduct case studies to complement M&E data
-Any other duties as assigned by the programme manager to achieve the program goals. Develop quarterly and annual progress Reports on Programme’s different components
-Closely coordinate with the programme’s team members to collect their quarterly progress reports on the programme’s implementation and development.
-Consolidate all components’ progress reports and draft the program ‘s quarterly and annual reports
-Develop quarterly and annual M&E reports for the programme Manager.

2-Function / Expected Results
- Effective support to programme team in identification, documentation, synthesis of lessons learned and best practices to be integrated into broader knowledge management efforts.
- Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy
- work closely with the communication coordinator to strengthen communication between the Programme and stakeholders; Partner organizations , universities, business , and all involved to ensure the efficient updating of data through regular and ad hoc visits and follow up.

Impact of Results The key results have an impact on the success of project within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets, and achieving the successful Project implementation in line with the objectives of the project and UNDP rules, regulations and procedures that are critical to ensure the achievement of project outcomes.

Qualifications :
-Education: BA in Management, economics, Social work, statistics, English and any relevant fields.
-Master Degree in M&E, Business administration, information management, Management, Economics, Development, or any related field is a strong asset.

Experience:
-Minimum 4 years of relevant experience of Human Development in governmental/non-governmental organizations, hands-on experience in design, monitoring and evaluation of development projects.
-Proven experience with the logical framework approach and other strategic planning approaches, Methods and approaches (including quantitative, qualitative and participatory); planning, design and implementation of M&E systems.
-Proven experience in M&E report writing.
-Proven experience in M&E relevant to Programme / project management.
-Proven experience in projects’ progress reports
-Fair knowledge and experience in monitoring and evaluation tools fitting with youth interventions and programs, scholarships, internship, youth skilling, community services , Alumni networking , advocacy , and the education and training sectors.
-Experience in designing tools and strategies for data collection, analysis and production of reports;
-Excellent use of project management software and Microsoft applications, and analyze the collected data by the SPSS.
-Experience with UN agencies or INGOs is an asset


Language Requirements:
Proficiency in both written and spoken English and Arabic, and the ability to present coherent and well-structured analysis and articulation in both languages.
