Terms of Reference Individual consultancy services- Formative Evaluation

Introduction

An-Najah National University (ANU) has received a grant from the Quality Improvement Fund (QIF) - Education to Work Transition Project - Ministry of Education and Higher Education and funded by the World Bank for the project entitled: Linking with the private IT sector: IT faculty curriculum reform. This project is designed to improve the learning opportunities for IT students by gradually moving towards more experiential learning approaches. ANU in collaboration with IT sector companies: The Palestinian Information Technology Association (PITA), The Computer Information Systems (CIS)Department, and The Center of Excellence for Learning and Teaching (CELT) have redesigned 8 junior and senior level courses from the CIS curriculum plan in collaboration with the private sector partners, these courses will be implemented during the two academic years (2014/2015) and (2015/2016)..


The 8 redesigned courses will adopt new learning and teaching approaches based on problem and project based learning methodologies. ANU will be partnering with the Palestinian IT private sector represented by PITA, SPARK, ISRAA, and ULTIMAT to redesign the curriculum plans for the 8 selected courses through integrating real –time projects.

The main focus for this effort is directed towards providing learners with more authentic learning through integrating real-time projects and towards defining and addressing the needs of the IT companies in the national market. Accordingly, An-Najah National University seeks the selection and employment of (monitoring and evaluation Consultant).

Assignment Objective               

An-Najah National University is now considering the selection of a professional and qualified expert consultant, who will work on evaluating the implementation of 8 redesigned CIS course plans during this year and the academic years (2014-2015) - (2015 - 2016).

The evaluation should be viewed as a formative evaluation process and the evaluation tools for the 8 selected courses should match the newly adopted approaches for teaching and learning.

Scope of work and specific tasks

The  Consultant will be responsible for the following tasks:
-Develop, design, and implement an effective formative evaluation plan for the implementation of 8-selected CIS courses at ANU.
-the evaluation should cover the implementation progress of 8 selected courses during its implementation period of time.

the evaluation should measure the following:
-Student learning outcomes
-Quality of student projects
-The technical and life skills gained through engaging students in this learning experience.
-Impact of the new learning approach on all stakeholders (students, IT companies, Lecturer)
-Impact of the new courses and learning approach on enhancing partnership between Private sector and Higher education sector at the program, university, and national level.
-The satisfaction level of  project stakeholders
-develop, design, and implement and effective evaluation plan,  to measure impact of dissemination workshop of project which will be held at the end period of project.
-Prepare and submit a final report with recommendations on how to improve future implementation of project based courses.

Deliverables:
Evaluation
Approved Evaluation Plan to conduct the assignment.
Two formative evaluation reports for project steering committee.
One final Comprehensive Report documenting the whole conducted assignment, including implemented activities, results, findings, recommendations, and proposed improvement actions.

Essential Required Qualifications:
-At least Ph. D degree in IT, Business, Engineering or related discipline from a recognized University. Qualified candidates with relevant professional certificates are also eligible to apply.
-5 years work experience in private sector and/or higher education.
-Conducting at least two similar course evaluation consultation assignments.
-Demonstrated experience in project-based learning.
-Fluency in English.
-Excellent report writing skills.
-Strong communication skills.
-Ability to work under pressure.

Level of effort and time frame:

The level of effort for this  formative evaluation  consultation service is estimated as 4 months of work within the two academic years time frame.

Contract Type: Lump Sum Contract.

Duration work time is two academic years: (2014/2015) and (2015/2016).

Interested consultants/ researchers must submit their CV or resume along with relevant competencies and comprehensive experience record through sending an email to celt@najah.edu by 2:00 pm, Sunday, 21-12-2014. The assignment is expected to start on Wednesday, 18-01-2015.
All candidates shall be provided with further details of the assignment, the selection process and criteria (in accordance with the procedure World Bank recruiting policies).
