BACKGROUND
The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance.
ROLES AND RESPONSIBILITIES
The IT Manager is responsible for providing a wide range of networking and computer-support services to the Communities Thrive project staff. He/She will be responsible for troubleshooting, maintaining, and updating staff workstations, as well as diagnosing and resolving network and server connectivity issues, monitoring the implementation of IT-related subcontracts, providing relevant expertise to various partners and stakeholders, and fulfilling other IT-related duties as assigned. This position is based in the Communities Thrive Project Office in Ramallah and will report to the Director of Administration of Finance or his/her designee.
MAIN RESPONSIBILITIES AND TASKS:
-Diagnose problems by phone, through email, and in person and provide immediate support to staff IT-related issues.
-Instruct users on appropriate action where possible or take notes and research resolution.
-Provide timely, effective support, IT technical assistance to all project staff.
-Create, escalate, monitor and close troubleshooting issues, provide repair estimates and status reports to end users.
-Establish and maintain a project server and LAN in Communities Thrive Office and ensure its proper and effective use. Ensure the maximum use of the shared resources on the LAN.
-Develop systems, policies and procedures to reduce inappropriate use of Tetra Tech computers and Telecommunications equipment.
-Ensure that all Telecommunications equipment is functional and that it is used effectively.
-Ensure the on-time configuration and installation of any new equipment.
-Develop systems and procedures to ensure timely repair and maintenance of IT & Telecommunications equipment.
-Repair laptops, desktop PCs, printers, and other office equipment and/or coordinate with service providers for any necessary external/out-of-office repair.
-Responsible for new technology rollouts and upgrades, and liaising with the Home Office IT team to ensure that all Communities Thrive users have appropriate support for their IT needs.
-Maintain network and system security via various endpoint protection and firewalls.
-Configure and manage trusted networks.
-Help users with installation and ongoing support.
-Diagnose network bottlenecks.
-Deploy, monitor and maintain wired/wireless networks.
-Liaise with branches regarding network faults or reports.
-Responsible for installing and operating multi-site Video Teleconference System (VTC), if required by the Project.
-Ensure that a telephone system is installed and operating efficiently.
-Carry out other duties as assigned by the Director of Administration and Finance DCOP and COP.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION:
Bachelor’s Degree in a relevant field, such as computer science, or other related discipline.
WORK EXPERIENCE:
Minimum 5 years’ relevant professional experience supporting ICT projects and activities, with at least 3 years’ serving a lead IT expert or manager for an organization; Experience supporting donor-funded projects is preferred.
SKILLS:
Strong communication and interpersonal skills, ability to work with all levels and functions within the company;
Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information;
Must also be able to foster supportive working relationship among all staff;
Strong computer and server management skills.
Programming experience is a plus.
LANGUAGES:
Fluent in Arabic, excellent English speaking and writing skills.
GENERAL:
Highly organized individual able to pay close attention to detail.
Ability to work as a member of a team of professionals in a fast-paced and challenging environment.
Willingness and ability to travel, including to remote locations.
