Health Project Officer

Job Title: Health Project Officer

Background:
Catholic Relief Services (CRS) is implementing a $5M, 6-month program funded by USAID to help mitigate the spread and impact of COVID-19 in the West Bank.  The program has two key components: 1) supporting public and charitable health facilities to effectively respond to COVID-19; and 2) supporting vulnerable households to practice safe behaviors that reduce the spread of COVID-19.  CRS is working in close coordination with the Palestinian Ministry of Health and the Health Cluster on this response.
Job Summary: 
As a member of CRS’ COVID-19 Emergency Response project team, the Health Project Officer will advance activities associated with the first component of the program, supporting health facilities to effectively respond to COVID-19.  You will support the implementation of project activities at assigned public health facilities and monitor and report on progress.  Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Job Responsibilities:
  • Support the coordination and implementation of all assigned project activities at assigned health facilities, as outlined in the detailed implementation plan of the project and in line with CRS program quality principles and standards, donor requirements, and good practices.  
  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist health facilities in their efforts to reflect on project experiences.
  • Support accountability through coordinating project monitoring activities and assisting health facilities in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule. 
  • Collect information on health facilities’ capacity needs and technical assistance needs, help to coordinate the implementation of capacity strengthening and technical assistance activities, and monitor capacity building and technical support activities to ensure effective impact.
  • Uphold CRS Safeguarding Policy & Code of Conduct and Ethics across project activities; support the compliance with this policy and immediately notify supervisor of any concerns.
  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

Typical Background, Experience & Requirements:
Education and Experience
  • Bachelor’s degree required, and master’s degree preferred. A degree related to medicine or public health strongly preferred.
  • Minimum of 4 years of work experience in project implementation required. Experience in the field of medicine, public health, or logistics for an NGO preferred.
  • Previous experience coordinating with the Ministry of Health and supporting the capacities of public health facilities, a plus.
  • Additional education may substitute for some experience.
  • Experience in participatory action planning and partner engagement.
  • Experience monitoring projects and collecting relevant data preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint) required; experience with ICT4D (e.g. CommCare and PowerBI) a plus.

  • Observation, active listening and analysis skills with ability to make sound judgment
  • Good relationship management skills and the ability to work closely with local partners and community members
  • Attention to details, accuracy and timeliness in executing assigned responsibilities
  • Proactive, results-oriented and service-oriented
Required/Desired Foreign Language: English and Arabic fluency required.
Travel Required:  Travel to assigned public health facilities in the West Bank 50-75% 
Key Working Relationships: 
Supervisory: None
Internal: CRS’ COVID-19 Emergency Coordinator, Project Manager, MEAL Officer, and other staff and consultants specifically dedicated to the project.  CRS’ Admin and Finance pool who support program operations.  CRS’ senior management team: Country Representative, Head of Programs, Head of Operations. 
External:  Health facilities, Ministry of Health representatives, Health cluster members, other government, NGO, and civil society stakeholders.
