Background information and Rationale
Oxfam Novib is a member of Oxfam International (OI) – an international confederation of 17 organizations working together in 90 countries with partners and allies around the world to find lasting solutions to poverty and injustice. On a global level, OI strives to help communities suffering as a result of natural disasters, climate change, conflict, injustice and poverty. OI helps those communities who are most in need, whatever their race, creed, religion, ethnicity or nationality. Oxfam Novib has been working in the oPt since 1982 and supports humanitarian, development, campaigning and advocacy programmes both in the West Bank and Gaza including East Jerusalem, as well as Palestinian refugee camps in Lebanon (since mid 1980s) and the Palestinian minority in Israel. Since early 1990s the programme has evolved from three country programmes to one programme for Palestinians in the Middle East (PME). Oxfam Novib’s work is rights based and one of its main strategies is countering fragmentation of Palestinians to create and promote linkages between Palestinians living in the oPt, Lebanon and Israel, contribute towards their social integration, re-enforcement of community organizing initiatives, promotion of equal rights for women and supporting dialogue within the community.
Oxfam Novib together with five Palestinians Organizations (Palestinian Agricultural Development Association (PARC), Palestinian Medical Relief Society (PMRS), Women’s Centre for Legal Aid and Counselling (WCLAC), Juzoor for Health and Social Development and the Palestinian Counselling Centre (PCC)/ The Jerusalem Coalition, began implementing a three year consortium 3.5 million Euro project entitled “Protect the Rights and Improve Resilience of Vulnerable Communities in East Jerusalem “in June 2012. The European Union Delegation in Jerusalem is funding the project with a 3.1 Million Euros and the remaining amount is co-financed by Oxfam Novib.
The project aims to revive Palestinian civil society organization’s presence in East Jerusalem and mobilize communities to actively participate in improving their access to and protection of their social, political and economic rights. The objective aims at actively engaging vulnerable communities in East Jerusalem five neighbourhoods to uphold their socio-economic and political rights particularly in Silwan, Sur Bahir, Old City, Wadi Al-Joz and Esawiyyeh.
Purpose of the assignment
In line with the project proposal and its logical framework and based on Oxfam Novib’s MEAL policy framework, the consultant is expected to build the capacity of the implementing organizations’ relevant staff members in data analysis and data presentation with the aim of improving the quality of reporting on impact using evidence.
Specific Task
Role and responsibility of the consultant are outlined below:
Task 1: Based on the project’s logical framework, developed data collection tools and data collected from the field design and roll out a three-day intensive training for relevant partner’s staff in data interpretation and analysis; formulating conclusions and presenting findings.
Task 2: Provide 2 day mentoring sessions per partner (10 days in total) with the aims of improving the quality of partners’ reporting on impact through providing evidence from the data collected.
Deliverables and Schedule
During the assignment, the consultant will deliver on the outputs described in the table below. Documents will be submitted in English in electronic format/Microsoft word format/PDF. The following is a suggested timeline (availability and revised timeline should be submitted by the consultant in the expression of interest).
Consultant
The consultant should be a specialist in monitoring and evaluation, especially in the humanitarian sector with the following qualifications:
-Degree in social sciences, development/humanitarian studies;
-Extensive skills in qualitative and quantitative research methods;
-Experience in leading monitoring and evaluation of donor funded project especially EU funded projects;
-Experience in participatory and gender-sensitive M&E methods;
-Experience in data base management;
-Excellent teaching and mentoring skills, experience in knowledge management, monitoring, and learning in a non-governmental organizations or similar;
-Excellent analytical and writing skills;
-Good understanding of the socio-cultural context in the Occupied Palestinian Territory especially East Jerusalem; and
-Fluency in both Arabic and English.
Submitting expression of interest
Oxfam invites bids from individual consultants or firms with the experience and skills described above.
Bids should include:
-A technical offer that includes the basic methodology which will be used as well as the proposed timeframe;
-A financial offer that covers all consultancy related costs (excluding training logistic costs that will be covered by Oxfam) in PDF format;
-A CV detailing relevant skills and experience of no more than 3 pages, including contactable referees; and
-One sample of a relevant work that shows work on qualitative and quantitative data analysis and presentation. The sample will be used only for evaluation purposes and will not in any way be shared with a third party.
