Catholic Relief Services (CRS) is implementing a $5M, 6-month program funded by USAID to help mitigate the spread and impact of COVID-19 in the West Bank.  The program has two key components: 1) supporting public and charitable health facilities to effectively respond to COVID-19; and 2) supporting vulnerable households to practice safe behaviors that reduce the spread of COVID-19.  CRS is working in close coordination with the Palestinian Ministry of Health and the Health Cluster on this response.
 
Job Summary: 
The Community Health Senior Project Officer (SPO) is lead for the second component of the program, support to vulnerable households to reduce the spread of COVID-19. The SPO will facilitate the achievement of project objectives through close coordination with CRS’ implementing partner(s).  The SPO will track, support, and report on all project activities in the second component, providing technical guidance and advice to staff and partners to advance the program. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.
 
Job Responsibilities:
  • Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan of the project and in line with CRS’ program quality principles and standards, donor requirements, and good practices.  Uphold CRS and donor best practices in identifying targeting criteria, key risk communication information needs, customized assistance package(s), as well as throughout distribution and monitoring.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project monitoring activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules. 
  • Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
  • Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.
  • Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
  • Coordinate provision of any logistical and administrative support to staff and partners.
  • Uphold CRS Safeguarding Policy & Code of Conduct and Ethics across project activities and partnerships; support the compliance with this policy and immediately notify supervisor of any concerns.
  • Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices
  • Represent the organization with donors, INGO working groups, UN, CRS delegations, relevant local partners and relevant local actors (e.g. Emergency Committees).

Typical Background, Experience & Requirements:
Education and Experience
  • Bachelor's Degree required. Master’s degree in Public Health or a related field is a strong plus.
  • Minimum of 5 years of work experience in project management, ideally in the field of humanitarian assistance or public health and for an international or national NGO.
  • Previous work in Risk Communication and Community Engagement and/or hygiene promotion and distribution activities a plus.
  • Additional education may substitute for some experience; additional experience may substitute for some education.
  • Experience working with partners, participatory action planning and community engagement.
  • Staff supervision experience a plus.
  • Experience monitoring projects and collecting relevant data.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint) required; experience with ICT4D (e.g. CommCare and PowerBI) a plus.

  • Analysis and problem-solving skills with ability to make sound judgment
  • Good relationship management skills and the ability to work closely with local partners

  • Attention to details, accuracy and timeliness in executing assigned responsibilities
Required/Desired Foreign Language: Fluency in English and Arabic required.
 
Travel Required: Travel to field locations across the West Bank approximately 50%.
 
Key Working Relationships: 
Supervisory: To be confirmed
Internal: CRS’ COVID-19 Emergency Coordinator, Project Manager, MEAL Officer, and other staff and consultants specifically dedicated to the project.  CRS’ Admin and Finance pool who support program operations.  CRS’ senior management team: Country Representative, Head of Programs, Head of Operations. 
External:  Implementing partner organizations (NGOs), Emergency Committees, contracted service-providers and vendors, Health cluster and Risk Communication and Community Engagement working group members.
