Supply Chain Monitoring Officer

Job Title: Supply Chain Monitoring Officer
Department: Operations team
Reports To: Administration Manager
Location: Jerusalem
Expected contract duration: 6 months with possibility for extension

Job Summary: 
 
The Supply Chain Monitoring Officer will support the consistency and compliance of CRS and partner supply chain monitoring, including commodity movements, storage and distribution practices. The Supply Chain Monitoring Officer’s knowledge and experience will allow the effectively monitoring of commodity activities and identify deficiencies and means for improvement, as you apply the principles of stewardship, integrity, transparency, and accountability, enabling high-quality programs that serve the poor and vulnerable.
 
Job Responsibilities:
  • Perform regular field supervision visits to vendors, suppliers, storage facilities and distribution events to monitor, evaluate, and report on goods management systems and procedures, ensuring they meet with CRS and donor regulations, and international and local inventory accountability standards and requirements. 
  • Support the project team to roll out and monitor the distribution of assistance through in-kind and/or electronic vouchers. 
  • Support the strengthening of health facility supply chain management practices.
  • Support market assessments and the competitive bidding process of goods and services in accordance with CRS policies and donor rules and regulations.
  • Maintain correspondence and regular contact with suppliers on the execution of contractual terms and conditions, and handle issues if needed. Monitor and report on supplier performance, noting current and/or potential issues and/or inefficiencies and assist with contract/purchase order modifications.
  • Prepare timely evaluation reports documenting field observations. 
  • Coordinate with the supply chain team and relevant programming staff on logistics services that meet the pipeline requirements. Help identify challenges in supply chain management and provide recommendations to address those.
  • Provide recommendations for corrective measures to mitigate existing or potential supply chain risks.

Typical Background, Experience & Requirements:
Education and Experience
  • Bachelor's Degree in logistics or related field. Master’s or professional certifications(s) in supply chain a plus.
  • Minimum of 3 years work experience in commodity management, logistics, distribution, or M&E, preferably related to health with an international organization.
  • Additional education may substitute for some experience.
  • Experience in trend analysis, internal audit, or equivalent investigative assessment.
  • Knowledge and understanding of materials management and inventory control principles. 
  • Understanding of Generally Accepted Commodity Accountability Principles (GACAP) preferred.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio).

Required/Desired Foreign Language: Fluent in English and Arabic required
 
Travel Required: Israeli driving license. Travel across the West Bank, up to 75%
 
Key Working Relationships: 
Supervisory: None
Internal: CRS’ COVID-19 Emergency Coordinator and other staff and consultants specifically dedicated to the project.  CRS’ Admin and Finance pool who support program operations.  CRS’ senior management team: Country Representative, Head of Programs, Head of Operations. 
External:  Implementing partner organizations (NGOs), Partner Health Facilities, contracted service-providers, vendors, and suppliers.
