Project Control Engineer

The Ministry of Finance – International Relations Department (IRD) received a financing from the United States of America acting through the Department of state- INL to establish a Project Implementation Unit (PIU) in the Ministry of Finance.
PIU is a program management unit – part of Ministry of Finance/IRD – dedicated to supervise and manage US Government funded projects (The Framework Agreement). PIU is currently managing several projects all over West Bank areas in cooperation with Ministry of Public Works and Housing and other Palestinian Authority bodies. MoF/PIU is searching for a highly qualified professional fit for the below opportunity:


Project Control Engineer
-Location: Ramallah with frequent travel in West Bank areas.

Qualifications:
1-Bachelor’s Degree in Engineering with at least 3 years experience in Project Control and Management filed.
2-Experience working in a team-oriented, collaborative environment is essential.
3-Experience in large scale multi projects organizations.
4-Work experience with Donors – especially US funded projects
5-Experience in reporting and tracking project work efforts
6-Strong organizational, analytical and critical thinking skills.
7-Must have knowledge in the following planning project control areas: earned value analysis, probabilistic, estimating and critical path identification and analysis
8-Strong written and oral communication skills in both Arabic and English.
9-Must have past experience creating schedules for multiple projects and multiple contracts. 
10-Must have ability to set and manage priorities
11-Proficient computer skills including word processing, spreadsheet, and cost management project management software (Primavera) and Auto-CAD.
12-Able to work as a team member, contributing to the overall program development by participating in-group discussions in areas of expertise
13-Self-starter, able to work with minimal direction or supervision
14-Possession of a valid driving license.

Main Duties:
Prepares weekly, monthly, and quarterly progress report.
-Reviews detailed and updated time schedules submitted by contractors/consultants   through the Ministry of Public Works and Housing (MoPWH).
-Prepares and update Master Schedule for all Projects.
-Prepares Progress Monitoring Matrix and Progress Report
-Conducts Plan reviews and site visits to assess/confirm projects progress.
-Evaluates Contractors’ claims submitted through MoPWH and raises recommendations and concerns to PIU Head.
-Makes recommendations regarding whether time extension requests from contractors and consultants are reasonable or not.
-Reviews and matches Furniture and Equipment Tenders with the furniture plans.
-Participate in the review of variation order and its estimates to ascertain reasonableness.
-Reviews list of final quantities submitted by MoPWH and informs PIU Head to know what funds are remaining in the contract to be used.
-Reviews and recommends approval of interim and final payments for MoPWH’s Contractors and consultants.
-Any other activity/responsibility required by the needs of PIU Head; Provide support to the PIU Head, Project Managers, QA/QC Safety Manager, Technical Engineer, Project Control and Office Engineer, Finical Managers, in addition to Procurement, Contract and Compliance Manager   on a variety engineering support needs that may range from: development of engineering processes, procedures, standard operating procedures, emergency temporary back-up replacement for other engineer positions. Other duties may include preparing presentations or fact sheets regarding construction projects, draft correspondence to the MoPWH, MoI and INL.


NOTE:

These position descriptions are not intended to be all-inclusive, and the incumbent will perform other reasonable business-related duties as assigned by immediate supervisors and other managers when necessary. Ministry of Finance reserves the right to amend duties and responsibilities as needed to ensure effective and efficient project implementation.
