The Ministry of Finance –
International Relations Department (IRD) received a financing from the
United States of America acting through the Department of state- INL to
establish a Project Implementation Unit (PIU) in the Ministry of
Finance.
PIU is a program management unit – part of Ministry of Finance/IRD – dedicated to supervise and manage US Government funded projects (The Framework Agreement). PIU is currently managing several projects all over West Bank areas in cooperation with Ministry of Public Works and Housing and other Palestinian Authority bodies. MoF/PIU is searching for a highly qualified professional fit for the below opportunity:

QA/QA and Safety Manager
-Location: Ramallah with frequent travel in West Bank areas.
Qualifications:
1-Bachelor Degree in Engineering with at least 5 years of experience working in relevant field (QA/QC HSE )
2-Experience at working in a team-oriented, collaborative environment is essential.
3-Experience in large scale multi projects organizations.
4-Work experience with Donors-especially US funded projects.
5-Strong written and oral communication skills in both Arabic and English.
6-Possession of a valid driving License.
Main Duties:
A-Quality Control /Quality Assurance
-Develops and assists in the implementation of the QA/QC Program and other activities necessary to ensure that the quality of the work conforms to that required by the contract documents.
-Ensures that the contractor is following the Contract Quality Control and record the divination.
-Reviews and approves the Quality control Plans submitted by the Contractors through MoPWH.
-Determines the extent and nature of defects when discovered in the course of construction.
-Ensures sampling and testing for conformance of the materials to the Technical Specifications is carried by the contractor.
-Represents MoF/PIU in all QA/QC and related quality matters.
-Trains on site staff on quality measures and policies
-Works closely with the PIU Project Managers and MoPWH to insure a quality product.
-Rejects substandard, deficient or otherwise unacceptable work and to issue Non-Conformance and Stop Work Orders as they consider necessary.
-Coordinates and directs the implementation of new standards into practice.
B-Safety :
-Develops and improves health and safety programs and strategies.
-Provides Health and Safety educational support and training to on site staff and new staff.
-Attends and conducts toolbox meetings.
-Monitors MoPWH contractor’s compliance with their approved Health and Safety Plans and informs the PIU head compliance issues.
-Verify appropriate Personal Protective Equipment (PPE) use, availability, and training
-Visits construction sites to ensure compliance with the Tender Document‘s Special Conditions - Health and Safety Manual and/or the Contractors’ Health and Safety Plans
-As per direction by the PIU Head, investigates accidents and complaints and determines if there the health and safety plans have been followed.
-Writes reports on results of inspections and investigations and completes detailed paperwork
-Develops recommendations for corrective actions to address health and safety issues.
-Develops and recommends new procedures and approaches to safety and loss prevention based on reports of incidents and accidents
-Verifies the contractors’ safety plan is current and amended when project activities or conditions change.
-Reviews the Environmental Impact Assessment (EIA) submitted by the consultant.
-Provides assistance to PIU be l Project Manager on Health and Safety Issues.
-Carries out inspections for PIU office working environments (interior and exterior) and vehicles to note safety deficiencies or concerns and to recommend corrective actions to the PIU Head.
-Stays inform about developments within the construction sector regarding any new PA health and safety standards.
