Under the guidance of the Consortium steering committee and reporting to the NRC Country Director the Consortium Project Manager will coordinate the multi-INGO consortium.
The Project Manager will work to further develop the consortium to ensure it best responds to the needs of families at risk of displacement.
The Project Manager will engage with related policy and advocacy work to advance the objectives of the consortium.
Job description
Provide overall management of the implementation of the consortium project to provide protection from displacement in the West Bank;
Further develop and improve the consortium project to respond to needs of beneficiaries
Lead the coordination between consortium partners on a day-to day basis as well as convene and provide reporting to the steering committee meetings. Ensure regular coordination of project partners within the cluster system, and with the broader humanitarian coordination structure;
Undertake budget management to ensure financial accountability and accurate financial reporting by consortium partners and to donors;
Manage the monitoring and evaluation of the project and provide feedback to the consortium and determine programmatic changes in response to results of monitoring and evaluation;
Prepare applications, budgets and reports to relevant donors in accordance with deadlines and guidelines as well as donor liaison;
Ensure proper risk mapping of consortium activities and implement mitigation measures;
Represent NRC and the Consortium with relevant authorities, UN, donors and diplomats in order to ensure common efforts to assist beneficiaries;
Provide timely and accurate reports on critical incidents in a coordinated manner with the UN to donors, diplomats and others;
Work closely with the NRC Palestine Protection and Advocacy Adviser as well as the advocacy working group in implementation of the consortium advocacy strategy.
Qualifications
Relevant university degree
Relevant degree combined with relevant professional experience;
Proven experience in managing complex multi sectorial humanitarian programmes;
Experience in shelter and protection related humanitarian programming;
Experience in donor reporting and proposal writing;
Experience in analyzing political situations and design of projects accordingly;
Experience in combining program work with advocacy to achieve policy change

Personal qualities
Ability to work under pressure, independently and with limited supervision;
Flexibility, creativity, and it help if you have a good sense of humour;
Knowledge of the humanitarian and political situation in the West Bank;
Experience in managing consortiums;
Arabic an asset.
