Legal Officer seconded to the Jerusalem Governorate

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the worlds largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Norwegian Refugee Council (NRC) is an independent, international humanitarian non-governmental organisation that provides assistance, protection and durable solutions to refugees and internally displaced persons worldwide.

As part of NRCs Information, Counselling and Legal Assistance project (ICLA) in the West Bank, including East Jerusalem, NRC assists Palestinians at risk of displacement to understand and obtain their Housing, Land and Property (HLP) and residency rights and to improve access to the legal system.

The Jerusalem Governorate of the State of Palestine is responsible for matters relating to Jerusalem and includes a legal unit which provides legal aid and assistance to Palestinians in a variety of matters including HLP and residency rights, planning issues and other matters affecting the daily rights of Palestinians.

In order to enhance the protection of Palestinian rights in East Jerusalem, NRC has entered into a Memorandum of Understanding with the Jerusalem Governorate. As part of the cooperative arrangements, NRC will contract a lawyer to work directly with the Jerusalem Governorate for up to 12 months in order to assist the Governorate with the management of their legal cases, follow up on those cases, liaise with lawyers and other technical experts, including planners, coordinate and exchange information with NRC and other administrative task as set out in these TORs.

The arrangements for management and supervision of the seconded lawyer are set out in Annex 1 to the MOU. The secondee lawyer shall work under the direct supervision of the General Manager, Department of Planning and Development, Jerusalem Governorate. NRC will have overall supervision over the seconded lawyer.


Job description
Provide legal support and follow up to the cases handled and funded by the Jerusalem Governorate, particularly housing, land and property, planning and residency cases.
Develop and maintain a database of the cases handled by the Jerusalem Governorate to external lawyers.
Draft detailed contracts with the external lawyers selected by the Jerusalem Governorate (hereinafter: the Jerusalem Governorate lawyers) identifying detailed scope of work, terms of employment, cases covered, areas covered.
Follow up on contract previously signed between the Jerusalem Governorate and external lawyers.
Liaise directly with the Jerusalem Governorate lawyers in order to follow legal developments and provide case updates.
Ensure the provision of adequate legal representation by the Jerusalem Governorate lawyers through supervision and follow up on the legal cases handled by them.
Provide necessary support to other experts contracted by the Jerusalem Governorate, including planners, engineers and other technical experts.
Maintain up to date knowledge of the planning schemes or projects funded by the Jerusalem Governorate.
Maintain relevant legal knowledge and keep up to date with legal developments in East Jerusalem.
Provide legal advice and legal opinions and analysis to the Jerusalem Governorate on issues arising, as necessary.
Draft legal documents and correspondence as necessary, including case briefings and legal summaries for identified cases.
Provide other legal and administrative support to the Jerusalem Governorate.
Liaise with NRC on regular basis for the purpose of sharing information, case updates and other relevant legal or planning developments concerning East Jerusalem, including coordination of monthly meetings between NRC and the Jerusalem Governorate.
Conduct at least 12 outreach/legal information sessions in cooperation with NRC on the availability of legal aid and HLP legal issues to identified communities in East Jerusalem.
Work with the Jerusalem Governorate lawyers, NRC and its implementing partners, and other relevant actors, to identify patterns and trends at Israeli courts or other relevant authorities and/or construct solid legal arguments and strategies for cases and/or, usage of applicable domestic and international law as necessary.
Identify areas where NRC and the Jerusalem Governorate can cooperate and assist in increasing access to justice for displaced people or people facing displacement
Work with the NRC and the Jerusalem Governorate to develop a regular reporting mechanism.
Work on other related issues as agreed between the Jerusalem Governorate and NRC.


Qualifications
University degree in law.
Israeli bar qualified lawyer.
Fluent in Arabic and Hebrew written and oral; Intermediate level of English.
Minimum 3 years of experience as a lawyer.
Experience in HLP, planning or residency cases preferred
